Parks and Playground Amenities Program (PAPA)

The Parks and Playground Amenities Program (PAPA) will focus on improving park spaces that need it most, thanks to the $18 million approved by Council last year during adjustments to The City's service plans and budgets for 2023-26.

The Program provides greater opportunities for Calgarians to connect with their natural environment and each other. Some projects this year will enter a public engagement process, while others will go directly into construction.

Regular lifecycle and maintenance activities, such as playground replacements, are also being planned with the aim to enhance communities and provide a broader range of play opportunities. In addition,16 other projects are funded through the ENMAX legacy capital fund and the Established Areas Growth and Change Strategy program.

Eligible community projects to be funded over the next two years are still being planned and finalized. PAPA funding will be directed to the following projects this year:

  • Improvements to entrances at Confederation Park and Riley Park
  • Citadel Community Association parking lot upgrade
  • Missing pathway link along Country Hills Boulevard NE in Coventry to access Nose Creek Park natural area
  • Chinese Cemetery Revitalization in Erlton
  • Elliston Park electrical upgrades in partnership with ENMAX – providing improved service for festivals and events and removing the need for gas powered generators
