Jill Floen, BA, LL.B, LL.M.
Title: City Solicitor & General Counsel
Areas of focus: As the City Solicitor & General Counsel, Jill oversees The City’s Law, Legislative Services & Security department, which includes Corporate Security, Law and City Clerk's Office business units and the delivery of legal services to the corporation. She also provides legal advice to the Mayor and City Council, supports the resolution of significant corporate matters and contributes to strategic corporate direction through her role on the corporate Executive Leadership Team.
Career history: Jill joined The City in 1996 as an articling student in the Law Department, following which she practiced municipal law at a law firm in Calgary. Jill returned to The City in 1999, as a planning lawyer and served as the Manager Planning & Environment within Law from 2007-2013. She served as the Assistant City Solicitor 2013-2019 during which time she developed detailed insight into the corporation and its operations through her involvement with various corporate initiatives, including: Infrastructure Calgary, One Calgary, Build Calgary, Flood Recovery, and creation of the City Charter. Jill assumed the role of City Solicitor & General Counsel in 2020.
Jill holds a Bachelor of Arts degree (University of Calgary), Bachelor of Laws degree (University of Alberta), Masters of Law degree (York University), and a Masters Certificate in Municipal Leadership (Schulich School of Business, York University). Throughout her career, Jill has been an active member of the Canadian Bar Association, Canadian Corporate Counsel Association and International Municipal Lawyers Association.
