Hello, Ward 1!

With summer in full swing, it's been fantastic connecting with many of you at all of the Stampede breakfasts, BBQ's, and parades! It is so great to see the resiliency that Ward 1 demonstrates, especially in coming together after the recent watermain break. The way our community has rallied and supported each other during these times is truly inspiring.

As we continue to enjoy the season, it's important to remember that playground zones in Calgary are in effect until 9 PM daily. These speed restrictions are crucial for ensuring the safety of our children and families. So, please keep an eye out in and around your neighbourhoods! 

Also, don't forget to make the most of the free summer programs offered by the City, from drop-in programs like Park n’ Play and Stay n’ Play to Mobile Adventure Playgrounds and registered youth leadership programs. In addition to that, there are youth and family golf programs available with subsidies. You can find all the programs listed below. If you have any questions or concerns, feel free to reach out to the Ward 1 Office. But, please note that the Ward 1 Office will be closed from August 1st to the 9th. We look forward to helping you with any issues or concerns when we reopen. If you have an urgent concern with City services, you can contact 311 by telephone 24/7, or by submitting a service request online.

Council update

Critical water main update

On June 5, 2024, a critical water main break was confirmed on 16 Ave NW, disrupting the city's water supply. This transmission line is crucial for the movement of water across the city. As a result, Bowness was placed under a Boil Water Advisory, and Calgary was subjected to Stage 4 Water Restrictions and a fire ban. Water wagons were stationed in Bowness to support residents, providing clean drinking water, and donations were encouraged for those with mobility issues.

By June 25, 2024, the damaged pipe and the five identified hotspots were repaired, and the pipe underwent rigorous safety and pressure stability testing.

On July 2, 2024, indoor water guidelines were relaxed for residents and businesses in Calgary. By July 6, the outdoor water restrictions were reduced from Stage 4 to Stage 3, and the fire ban was lifted.

The pipe is currently full of water, but the flow is slower than usual, operating at only 55% of its maximum capacity. At this rate, Stage 3 Outdoor Water Restrictions are still needed to prevent water demand from surpassing the available supply. Stage 2 Outdoor Water Restrictions will happen once 70% flow rate is achieved. More information on timelines and details can be found at calgary.ca/16avewatermain

Deferred watering schedule

On June 18, 2024, Council agreed to defer the reports on wastewater, stormwater and utility bylaw amendments, along with the city-wide outdoor watering schedule to 2025.  

Councillor Sharp knows that Calgary’s ongoing emergency has brought attention to water restrictions and the need for potential changes in the reports. She understands the importance of Council's role in supporting the ongoing work and allowing sufficient time to address the situation appropriately and learn from the recent watermain break and subsequent water restrictions.

The original outdoor watering bylaw stated that residents would only be allowed to use sprinklers to water their lawns for up to three hours at a time on any two days per week, after 8 p.m. and before 10 a.m.

If the city entered Stage 1 Water restrictions, the allowed watering time would be limited to 2 hours per week, and specific watering days would be determined by whether a citizen's house number is odd or even, between 8 p.m. and 10 a.m. In Stage 2 water restrictions, residents would only be allowed to water their lawns for one hour per week, and Stage 3 and 4 would prohibit most outdoor watering altogether. Bowness Wading pool open

The Bowness Park wading pool is now open! After undergoing extensive repairs from January to June, the pool has been restored and is ready for Calgarians to enjoy.

Parks and Playground Amenities Program

The Parks and Playground Amenities Program (PAPA) has planned several key projects for the coming years in Ward 1. These include the investment and improvement of the Bowness playground, which is anticipated for completion in 2025. Additionally, there are plans to resurface the tennis courts in Scenic Acres and Silver Springs, as well as to make pathway improvements in Silver Springs.

The Bearspaw Wetland Restoration project is also on the agenda for 2024, and Phase 2 of Haskayne Park is in the pipeline as well. These initiatives are set to improve the recreational infrastructure across Ward 1 and provide more enjoyable outdoor spaces for the community. For more information, click here

Osprey Hill development

Homes by Avi has begun building a new development called “Osprey Hill” that is located south of 16th avenue on the old Calgary West Campground site, South of Valley Ridge. As part of their ongoing efforts to improve the community infrastructure, Homes by Avi has completed utilities in 1st Avenue S.W. from 109th Street to 101st Street.

Currently, they are working on the asphalt restoration and excavation of Pond 7 (adjacent to Victory Village). Once the surface works restoration is complete, 1st Avenue will be re-opened to the public, and deep utilities will start on West Valley Road. Please note that West Valley Road will be closed in stages to allow for access to Victory Village and the climbing center.

Looking ahead, the 3rd phase of the work program will involve crossing 16th Avenue with a sanitary main that goes through the Valley Ridge Playfields before heading north in Valley Ridge Blvd. This work is proposed to start in August.

Updates to City Services

Community Safety Investment Framework Call for Funding

The City of Calgary collaborates with local non-profit organizations to provide social service programs to the residents. The Community Safety Investment Framework (CSIF) was developed as a result of strategic efforts focused on mental health, addiction, community engagement on public safety, and input from public consultations on systemic racism.

CSIF is a joint initiative involving The City of Calgary, the Calgary Police Service, and community partners to discover and implement methods to improve assistance for individuals in Calgary facing mental or emotional distress, addiction, conflict, or threats to their safety.

Applicants can submit their applications through the Funding Information Management System (FIMS) from Thursday, June 6, 2024, until Thursday, July 18, 2024, at 11:59 p.m. Applications submitted after the deadline will not be considered unless a request for an extension is made and approved at least 48 hours before the application deadline.

The Farm Stand Program

In alignment with the CalgaryEATS! Food Action Plan and the City’s Food Resilience Plan, the Farm Stand Program aims to improve access to fresh, healthy and affordable food options for Calgarians while providing local and regional food producers with more places to sell food in the city. 

This year, The Farm Stand Program will expand to support nine incredible farm vendors to bring fresh fruits, veggies, and artisanal products, grown predominantly in Alberta and BC, to Calgary communities.

Free summer programs

From drop-in programs like Park n’ Play and Stay n’ Play to Mobile Adventure Playgrounds and registered youth leadership programs, there is something for everyone. 

  • Parents can bring their children to both structured and open play opportunities featuring games, arts, crafts, entertainment and educational experiences. 
  • Youth can learn leadership skills and critical thinking in our LEAD programs. 
  • Teens and adults can take part in a guided workout with a certified trainer at one of our Fit Parks. 
  • Calgarians of all ages can stay active and have a blast at our mobile skateparks, wetlands and experience a guided walk and learn about local birds.

Edworthy Park Habitat Management Plan

Calgary Parks and Open Spaces is inviting the community to contribute to the development of the Edworthy Park Habitat Management Plan. The Edworthy Natural Environment area, located along the Bow River in southwest Calgary, is an important wildlife habitat and green space for our community. A comprehensive 10-year habitat management plan (HMP) is being developed to manage this area effectively over the next decade. You can take part in an online survey available on the Engage website, with feedback accepted until July 26, 2024. Additionally, you can join in--person park walks or an outdoor Open House event on specific dates to interact with the project team, ask questions, and share your thoughts. City Building Program Phase 3 engagement

The City Building Program is in Phase 3 of engagement with Calgarians, which focuses on the Calgary Plan. 

The Calgary Plan guides how Calgary will grow and change over the next 30 years and sets out direction for future land use, mobility networks, servicing and investment. You can read the draft of the Calgary Plan and the chapters numbers for a quick summary of the directions in each section of the plan at calgary.ca/citybuilding

With this phase of engagement, there are opportunities for you to share your input and feedback on the Calgary Plan. 

There are two surveys are available, providing options for you to choose how you engage, based on your time available and areas of interest.  You can also find the project team at a public community pop-up events, night markets, and recreation centres across the city, eager to speak to Calgarians about the Calgary Plan and gather feedback on the draft direction. Updates in brief

  • Beware of parking tickets scams: The City has seen a rise in parking payment scams, with cybercriminals distributing fake parking tickets that lead to a fraudulent website, CalgaryParkPlus.com, for payment. If you receive a parking ticket, ensure it is legitimate by contacting Calgary Parking at 403-537-7000 or online at CalgaryParking.com. Immediately destroy any identified fake tickets and report the incident to the Calgary Police Service (CPS) at 403-266-1234. Be cautious with sharing personal information online or over the phone. 
  • Youth golf opportunities: The City of Calgary provides various youth and family golf programs, including lessons, family golf nights, and affordable youth golf initiatives like the Youth on Course program and the Take a Kid to the Course initiative.
