Canada Post mail delivery disruption

Phased resumption of Canada Post service

Update

The Canadian Industrial Relations Board (CIRB) and the Minister of Labour have ordered Canada Post workers back to work beginning Dec. 17, 2024 at 8 a.m. local time.

Canada Post has stated that backlogs of mail and parcels in their network remain significant and customers should continue to expect delivery delays for the next several weeks.

The City will resume processing mail through Canada Post beginning Dec. 19, 2024, as Canada Post has stated that they will not pick up or receive new product until Dec. 19. The City advises that significant delivery delays can be expected for the next few weeks and will use couriers for time-sensitive mailings.

The City of Calgary has made the following arrangements to ensure the continuity of customer service and business operations during disruption in postal services.

Many City of Calgary services are online. Online payments are accepted for some of these services, such as parking tickets, animal licences and home improvement project permits.

Payments to The City

Normal payment deadlines apply.

Banks and financial institutions

Payments can be made at most banks either in person or through the banks online or telephone banking systems for:

  • Utility bills
  • Property and business taxes
  • Animal licences
  • Corporate invoices

The Municipal Building – in person (cashier)

Payments can be made at The City of Calgary Municipal Building for:

  • ENMAX bills
  • Property and business taxes
  • Animal licences
  • Transit passes and tickets
  • Seniors bus passes
  • Low income and low income seniors bus passes
  • Parking tickets
  • Corporate invoices, other accounts payable

Transit passes and tickets

Transit passes and tickets can be purchased in person at:

  • Customer Service Centres
  • City Hall Cashiers
  • Convenience and grocery stores (look for the sign on the front entrance indicating that they sell Calgary Transit fare products).

Transit passes and tickets, including low income and senior passes, can be also used on My Fare, our mobile ticketing app. It’s a great option if you’d like to purchase your pass online.

Can be purchased in person at:

Property and business assessment

Request for information forms

Most property owners (or their authorized representative) can respond to a request for property information online by following the instructions here: Assessment Request for Information (ARFI).

Property assessment notices

Pushed back due to the recent Canada Post service disruption, 2025 property assessment notices, including eNotices, will be sent out on Jan. 10, 2025. At that time, The City will launch the Customer Review Period, continuing to provide property owners with the same opportunity to review their assessment and contact The City with questions as in previous years. The Customer Review Period will end on March 21, 2025 and for more information, visit the Customer Review Period website.

Tax Instalment Payment Plan (TIPP) recalculation letters

The City of Calgary is informing Tax Instalment Payment Plan (TIPP) participants that due to the recent Canada Post labour disruption, recalculation letters—typically mailed in December—could not be sent as originally planned. As a result, January payments for TIPP participants will remain unchanged, unless otherwise notified by The City.

Normally, TIPP recalculation letters are sent each December to notify participants of any changes to their monthly payments for the January-to-June period. However, the strike prevented us from providing the required legislative notice to adjust all participant accounts in time for the January payment cycle. For those whose monthly TIPP payments changed significantly, Assessment & Tax emailed notification letters. Unfortunately, Assessment & Tax were unable to notify all participants. If customers did not receive notification, their January payment will remain unchanged. If adjustments are needed, customers will be notified before recalculations go into effect.

Payment of animal licences

Licences and animal tags are being held at the Animal Services Centre for mailing. If you need them urgently, please visit us in person.

To obtain a new cat or dog licence by phone please call 311 from within Calgary or call 403-268-CITY (2489) from outside of Calgary.

Payment is accepted using VISA, MasterCard or American Express credit cards.

Note: If you wish to pay using a pre-paid credit card, please ask the 311 operator to transfer your call to Animal Services.

You can apply and pay for home improvement project permits that might require City approvals at www.calgary.ca/myHome. You can also apply online for your business licence and related permits online at www.calgary.ca/mybusiness.

Utility bill inquiries

For all utility account inquiries, including your current account balance, payment due date, and amount and day of last payment visit ENMAX.com for self-serve options.

Copies of utility bills
Customers can sign up to access electronic copies of their utility bill at ENMAX.com or request a paper copy by visiting The City’s cashier on the third floor of the Calgary Municipal Building, 800 Macleod Tr. S.E., from 8 a.m. to 4:30 p.m., Monday to Friday.

City payments to suppliers

Call the Accounts Payable section of Finance at 403-268-2750, or contact APHelp@calgary.ca about outstanding payments to suppliers. Arrangements for suppliers to pick up City cheques can then be confirmed. 

Note: Picture ID will be required for cheque pickup.

City deliveries

The City will maintain its deliveries of critical material to Calgarians and businesses. For key deliveries, The City has arranged to work with external distribution services or courier companies. Where a delay in delivery will not have a major impact, it will be held back and re-assessed on an ongoing basis. Where appropriate, we will use fax and email.

  • If an email address has been provided, notification letters will be sent using that method.
  • If no email address has been provided, applicants can check the calgary.ca/FairEntry website to view the current processing date or call 311 to inquire about their application status.

Calgary Parking – parking permits and parking violations

Payments are still required once you have a ticket. Tickets currently issued are being held, and the penalty has been frozen. Parking ticket payments can be made online at www.calgaryparking.com or in person at the following locations:

  • Municipal Impound Lot located at 400 – 39 Avenue S.E. by cash, debit or credit card (check out our hours of operation)
  • City Hall with City cashier if paying by cash, debit or money order/certified cheque.

Calgary Police Service – photo enforcement tickets

Due to the ongoing Canada Post disruption and to comply with legislative delivery of photo enforcement tickets via courier, the Calgary Police Service must include a subsequent court order with the legal documents. If you have any questions, please reach out to ticketcontrol@calgarypolice.ca.
