About the project
This project will provide increased flood protection and aged utility upgrades to residents in the Lower Mount Royal community. Utility upgrades in the community will include treated water, sanitary and storm water infrastructure improvements. Additionally, curb to curb paving will be completed throughout the project site upon completion.
Since 2015, residents on the south side of 19 Avenue S.W. and the west side of 7 Street S.W., have been impacted by localized flooding in their below-grade garages. Localized flooding occurs because of challenges related to location and topography, stormwater system capacity and property designs.
Project status
Project design is completed and a competitive contractor bidding process is underway. A contractor is expected to be confirmed in March 2025, with construction underway from April-June 2025.

Why was this work not completed in coordination with the recently completed 17 Avenue S.W. construction?
The recently completed 17 Avenue S.W. construction was focused on public realm improvements that help make Calgary a more vibrant city. Designing an effective flood mitigation approach for this community was complex and was only recently completed. As a result, the public realm improvement project and flood protection and utility upgrades unfortunately were not completed at the same time.
While this project will impact the intersection of 17 Avenue S.W. and 7 Street S.W., the majority of the project will take place on 7 Street S.W. and 19 Avenue S.W.
We will do our best to limit the impact on 17 Avenue S.W. and hope to have this portion of construction completed as efficiently as is safely possible in the first phase of construction.
How long will construction take?
Flood protection, utility upgrades and paving will take roughly 3 months to complete. Construction will be undertaken in phases to maintain local access and limit the impact on the community. Construction is anticipated to begin the last week of March 2025, and to be completed by the end of June 2025.
How much of 17th Avenue will be closed?
The intersection of 17th Avenue S.W. and 7 Street S.W. will be impacted by construction. This will cause traffic delays during phase 1 of construction, which is anticipated to occur March 24 – April 30, 2025. Two-way traffic may be maintained on 17 AV SW but a full closer is also planned during Good Friday long weekend for making sanitary connections.
What impacts should I expect from construction?
As a resident of the community, you should expect to be directly impacted by construction.
Residents and businesses may experience the following:
- On-site construction activities involving crews, vehicles, and heavy equipment.
- Street closures with detours. Please follow all detour signage.
- Noise, vibrations, and dust. Noise levels will be monitored throughout the project.
- Temporary water service disruptions and potential water shut offs for nearby buildings.
- No access to on-street parking in affected areas.
- Garage and building access challenges.
- Construction hours will be 7:00 a.m. to 7:00 p.m., Monday to Saturday.
Where can I park my car during construction?
Parking access along 7 Street S.W. and 19 Avenue S.W. will be impacted and people in the area will require alternative parking. For those residents whose driveways will be impacted by construction, we are currently working on a temporary parking alternative. Will my water service be impacted?
Throughout construction residents may be impacted by temporary water disruptions. Impacted residents will be notified in advance.
Will my waste and recycling services be disrupted during construction?
We are working closely with city waste and recycling and private waste and recycling providers to ensure access to regular waste and recycling service is maintained.
After this construction will my property be safe from all flooding?
This project is intended to improve flood protection against a 1:50-year weather event for impacted properties in the community, greatly reducing the potential severity of impacts on Calgarians. The project will also include aged utility replacement, upgrades and roadway paving.
