Sarcee Trail / Richmond Road S.W. interchange functional planning study

The Sarcee Trail / Richmond Road S.W. interchange is not funded in the next 2019-2022 budget cycle. However, intersection improvements are planned and funded for three through lanes on northbound and southbound Sarcee Trail. These improvements will be implemented in 2019-2022.
The City will continue to monitor the intersection at Sarcee Trail / Richmond Road once the Southwest Calgary Ring Road (SWCRR) and the West Calgary Ring Road (WCRR) are open for traffic. The interchange project will be reviewed as a potential candidate as part of the next budget cycle in 2023-2026.
Study background
The City of Calgary undertook a study for the Sarcee Trail/Richmond Road S.W. interchange in 2016-2017. Due to the growth of Calgary's southwest and the opening of the SWRR in 2021, The City conducted a Southwest and West Ring Road Downstream Traffic Impact Study in 2015. The results of this study indicated an interchange at Sarcee Trail and Richmond Road would provide significant benefits to the overall road network, as well as the surrounding communities, regardless of whether or not the WCRR was in place.
Study objectives
The objective of this study was to determine an interchange configuration that fits with the SWRR and the local road network, provides accesses to local businesses and connects appropriately with communities.
Public engagement
The first phase of the community member engagement program for the Sarcee Trail / Richmond Road functional planning study ran from February through December of 2016. During this time, The City met with community associations, commercial property owners and managers, and other key interested parties. The City hosted two engagement sessions on November 21 and 26, 2016, with nearby communities and businesses to get feedback on interchange design options, accesses and connectivity, and also provided learning and feedback opportunities online.
The What We Heard Report for this phase of the community member engagement program provides further details regarding what was discussed and what we heard at the engagement sessions, as well as a summary of key themes from those sessions.
On May 30 and 21, 2017, we held two information sessions to share the results of our evaluation and gather feedback on the draft recommended plan. We also met with community associations, commercial property owners and managers, and other key interested parties. The What We Heard/Did Report summarizes the community member engagement program for this study and provides information on feedback, including issues, concerns and suggestions, was incorporated into the final project design.
