Members of the Licence and Community Standards Appeal Board
City Council has established the Licence and Community Standards Appeal Board (LCSAB) under the City of Calgary Bylaw 50M2011 and the authority of the Municipal Government Act. Council has delegated its authority to hear appeals of certain decisions to the LCSAB so that the public benefits from independent, impartial and effective decision-making by subject-matter experts and citizen representatives.
The Licence and Community Standards Appeal Board is a tribunal, consisting of 10 citizen members appointed annually by City Council. Council designates two or more members to hear appeals of decisions made under the Responsible Pet Ownership Bylaw 47M2021. Board members are appointed for one-year terms coinciding with the calendar year.

Individuals may not contact any Board member with respect to any appeal or potential appeal because this may disqualify the member from participating in the hearing. In addition, individuals must not contact Board members regarding the outcome of an appeal, please contact the Appeal Board administration if you have questions
Anipa Jeyakumar
Appointed to the Board in 2022
Anipa Jeyakumar has over 12 years of experience in developing and executing enterprise-wide digital programs, digital capabilities, target operating models and strategic visioning and frameworks for financial institutions, oil and gas companies and Canadian provincial governments.
She is committed to promoting diversity and inclusion within the community and has worked with various local organizations to provide coaching, sponsorships and other services that help dismantle barriers and empower women. In 2016, she was awarded the Nancy McKinstry Award for Leadership in Diversity for her services within the community in advancing gender diversity and promoting opportunities for women within the workplace.
Anipa has received a Bachelor of Sciences from the University of Calgary and a MBA from Simon Fraser University.
Jennifer Lewis
Appointed to the Board in 2018
Jennifer Lewis is a professional engineer with TransCanada, where she has assisted in the management of multimillion-dollar projects over the past decade. She brings considerable experience in board governance through her time as a board member of her condo association, complemented by positions with the Alberta Utilities Commission and APEGA Environmental Committee. Ms. Lewis holds a Bachelor of Engineering degree from the University of Saskatchewan and is a certified Project Management Professional as well as a Leadership in Energy & Environmental Design Accredited Professional. Ms. Lewis was appointed to the LCSAB in 2018.
David Oldring
Appointed to the Board in 2016
David Oldring is a born and raised Albertan. A former officer with the Calgary Police Service, he worked in several different sections involving community policing. Mr. Oldring has served and volunteered in many capacities with organizations within Calgary. He enjoys the outdoors, spending time with family and has an interest in woodworking and completing home improvements.
Rick Smith, Chair
Appointed to the Board in 2009
Rick Smith relocated to Calgary in 1970 and spent a total of 40 years in the general insurance industry on both the company and broker sides, with experience in underwriting, risk analysis, claims management, account management, and customer relations. He primarily handed large commercial and industrial property, casualty, commercial auto, and agriculture related insurance programs. In 1989 Rick was elected to Calgary City Council, Ward 9, where he served two terms and participated on several special projects including Go-Plan, Area Redevelopment Plans, and other planning and community service projects. Rick retired in 2008 to spend more time at the family’s Manitoba farm which they had turned into their summer home.
Over the years Rick has served in a volunteer capacity with the Parks Foundation, Heritage Park Society, and the Saddledome Foundation, and continues to volunteer with the Calgary Exhibition & Stampede, the Calgary Grey Cup Committee, the Millican Ogden Community Association, and the City of Calgary Licence and Community Standards Appeal Board. Rick is married to Mary, and they have three adult children and one grandchild.
Roxanne Davis
Appointed to the Board in 2023
Roxanne Davis is a lawyer and partner with Carbert Waite LLP. Roxanne has practiced litigation for the last 20 years with a focus is on employment law. She regularly presents at seminars and conferences on topics related to human rights, privacy, and workplace investigations.
Roxanne previously held adjudicative roles as a member of the Alberta Human Rights Commission and the Law Society of Alberta’s Conduct Committee. Roxanne is on the Board of the Calgary Drug Treatment Court and Treasurer of Women In Law Leadership. Roxanne holds a Bachelor of Arts, a Bachelor of Law, and a Masters of Public Administration. Roxanne joined the LCSAB in 2023.
Responsible Pet Ownership members
Under recent changes to LCSAB Bylaw 50M2011, Council appoints and designates two or more members of the LCSAB with animal health, behaviour and behaviour rehabilitation expertise to hear appeals of decisions made under the Responsible Pet Ownership Bylaw 47M2021. These members will be veterinarians and certified professional dog trainers. Individuals appointed for the purpose of providing animal behaviour expertise as board members of the Licence and Community Standards Appeal Board (designated RPO members) are required to have appropriate experience and certification, including an understanding of the fundamental importance of public safety.
Appeals related to decisions made under the Responsible Pet Ownership Bylaw must be heard by a panel of the LCSAB which includes at least one veterinarian, and one certified professional dog trainer. Members of Council may not be appointed to the Licence and Community Standards Appeal Board.
Rachel Cote
Appointed to the Board in 2022
Rachel Cote is currently a Stakeholder Relations Manager for a large non-profit, focusing on animal welfare. She has worked in the non-profit sector for over 10 years. Over the last several years she has volunteered with a number of local organizations and provided support to a number of natural disasters in and around Alberta. She currently holds a CVA designation (Certified Volunteer Administrator) and completed her Certificate of Humane Resources in 2017, in addition to having experience with community programming, occupational health and safety initiatives, and personnel management.
Natasha Pupulin
Appointed to the Board in 2022
Natasha Pupulin is a certified, professional behaviour consultant for canines, specializing in anxiety and aggression. A graduate of McMaster University with an HBSc in Life Sciences, Natasha brings a scientific perspective to assessment and behaviour modification. For nearly 10 years, Natasha has worked and volunteered in rescues and shelters, supporting dogs and people. Natasha now trains privately with dogs and their families, helping them navigate the complexities and difficulty of living with dogs who have severe behaviours.
Dr. Jennifer Richards
Appointed to the Board in 2022
Dr. Jennifer Richards is a practicing veterinarian and owner of a small animal practice in Calgary, with a special interest in animal behaviour. She brings considerable experience in animal behaviour through her time as a certified professional dog trainer and now as a veterinarian. Jennifer holds a Bachelor of Science in both Biological Science and Primatology from the University of Calgary and a Doctor of Veterinary Medicine from the University of Saskatchewan.
Megan Stanley
Appointed to the Board in 2022
Megan Stanley is the owner of Dogma Training & Pet Services Inc, which consists of two canine behaviour & education centers and an online Academy. She provides education to dog owners and trainers through her business, online resources and through speaking engagements. Megan recently served 4.5 years on the Board of Directors for the Association of Professional Dog Trainers. Currently, she also serves Board duties for Community Therapy Dogs and is the Vice-Chair for The Canadian Association of Professional Dog Trainers.
Barbara Walmer
Appointed to the Board in 2022
Barbara Walmer is a certified, professional behaviour consultant and dog trainer in Calgary. She has been working with animals for more than 25 years. Barbara has worked in vet clinics and an animal shelter along with competing in numerous dog sports with her own dogs. She runs her own business, Good As Gold Training, and shares her life with four Golden Retrievers. She holds a Certified Professional Dog Trainer, Knowledge Assessed (CPDT-KA) certificate, via the Certification Council of Professional Dog Trainers, a Certified Behaviour Consultant Canine Knowledge Assessed (CBCC-KA) certification, an Associated Certified Dog Behaviour Consultant (ACDBC) credential and is a Karen Pryor Academy Certified Training Partner (KPA CTP).
