Plus 15 Fund Offset Program
The City is contributing $1.9 million to three new residential developments through this program. This will attract over $350 million in private investment and add over 800 units of housing. Those developments include:
- Cidex Development (425 5 St S.W.) – This project turns an underused site into a 234-unit community, boosting the downtown west end. Expected completion is 2028.
- Cantiro 4th Ave Tower (410 6 St S.W.) – This 30-storey mixed-use tower will add 315 premium rentals, 10,000 sq. ft. of commercial space, and unique wellness amenities. It will also include a plus +15 connection when it’s complete in late 2027.
- 526 4 Ave S.W. – This development is a 268-unit mixed-use residential tower. It is set to open in 2028.
This program aims to increase economic activity, vibrancy, and safety downtown through:
- Encouraging new housing developments,
- Increasing the downtown population,
- Creating more businesses and things to do downtown,
- Supporting property values, and
- Improving the downtown experience for Calgarians.
Program eligibility
Program criteria
To be eligible to receive reimbursement, a project:
- Must be a residential project, excluding hotels.
- Is required to contribute to the Plus 15 Fund.
- Must not have started development.
Reimbursement details
The fund amount will be reimbursed when the development is ready for occupancy.
