Plus 15 Fund Offset Program

Plus 15 Fund Offset Program

The Plus 15 Fund Offset Program offers financial incentives to promote new residential development downtown. This program applies within the boundary of the Plus 15 area.

The City is contributing $1.9 million to three new residential developments through this program. This will attract over $350 million in private investment and add over 800 units of housing. Those developments include:

  • Cidex Development (425 5 St S.W.) – This project turns an underused site into a 234-unit community, boosting the downtown west end. Expected completion is 2028.
  • Cantiro 4th Ave Tower (410 6 St S.W.) – This 30-storey mixed-use tower will add 315 premium rentals, 10,000 sq. ft. of commercial space, and unique wellness amenities. It will also include a plus +15 connection when it’s complete in late 2027.
  • 526 4 Ave S.W. – This development is a 268-unit mixed-use residential tower. It is set to open in 2028.

This program aims to increase economic activity, vibrancy, and safety downtown through:

  • Encouraging new housing developments,
  • Increasing the downtown population,
  • Creating more businesses and things to do downtown,
  • Supporting property values, and
  • Improving the downtown experience for Calgarians.
