Consulting engineers field services guidelines
The Consulting Engineers Field Services Guidelines (CEFSG) is the City of Calgary's governing document outlining the minimum required field services to be performed by consulting engineers. These services relate to the construction, installation, and inspection of infrastructure within the City's road rights of way.
Subdivision utilities
To request inspection services during the construction stage submit the following form to Contact: WaterUtilityInspections@calgary.ca. This email is for all construction and certificate requests.

Requests Construction Complete Certification (CCC) and Final Acceptance Certification (FAC) for new subdivision work under a Master Development Agreement use the following forms:
To request Final Acceptance Certification (FAC) for work completed under a Master Indemnification Agreement, please submit your request through Contact: WaterUtilityInspections@calgary.ca.
Inspections of water utility infrastructure under the Master Development Agreements and Interim Indemnification Agreements follow the Consulting Engineer's Field Services Guidelines.
Please note: The above forms (E2122 and E2123) supercede 7.9 Certificate Inspection Request and Appointment Confirmation within the Consulting Engineer’s Field Services Guidelines.
The Guidelines are currently under review to provide more clarity around inspection requirements and further enhance the inspection processes. In addition, inspection fees and fee structures are being reviewed for adjustments to better align with service level agreements.

Indemnification for utility inspections
Before the construction, installation, or inspection of utility infrastructure within the City of Calgary's road right-of-way, the Development Permit applicant’s Indemnified Utility Contractor must enter into an indemnification agreement with the City of Calgary.
Once the agreement is executed, the Master Indemnified Contractor can submit an inspection request using the following form:

Indemnification for surface inspections
Before the construction, installation, or inspection of surface infrastructure within the City of Calgary's road right-of-way, the Development Permit applicant, or their representative, must enter into a surface indemnification agreement with the City of Calgary.
Once the agreement is executed, the applicant can request a pre-construction inspection using the surface inspection request form.
