Engagement Process
The East Calgary International Avenue Communities Local Area Plan was developed over a two-year period with thousands of participants. From Winter 2022 – Spring 2024, conversations about where, why and how revitalization and redevelopment should happen took place with a range of participants. Thousands of individuals were involved in the creation of the Plan from youth to seniors, residents and business owners, community association and development industry representatives and a dedicated and diverse working group that provided in-depth insights and feedback throughout.
Throughout the project:
- Over 54,000 people were made aware of the project through our communications program.
- Over 1,600 people participated online or in-person.
- Over 2,200 ideas and contributions were collected across all phases.
- 84 events and meetings were held (with the general public and targeted interested parties such as: youth, business owners, landowners, community association members and business improvement area representatives, etc.)
- 100 days of multi-week, multi-input online engagement opportunities.
The Plan followed the below phased approach:
In Phase 0 of engagement, Discover, we were looking to:
- Do pre-project research, awareness building, and knowledge transfer.
In phase one of engagement, Envision, we were looking to:
- Look back at the past, understand the present and envision the future of the area.
In phase two of engagement, Explore, we were looking to:
- Explore where and how growth and change could happen in the area.
In phase 3 of engagement, Refine, we were looking to:
- Refine the Plan and confirm the community improvement ideas and investment priorities.
- Committee and Council review and decision.

In our Final Engagement Summary, we have outlined the details of our engagement program and the high-level themes that were common from all three phases of engagement and provided responses for how these were addressed and considered throughout the project.
