Programs and services for low income Calgarians

Our Fair Entry program lets you apply for multiple programs and services with one application. Your eligibility is based on your income.

What subsidy programs are included?

Calgary Transit-Low Income Youth and Adult Monthly Pass

As soon as you are approved through Fair Entry, Calgary Transit-Low Income Youth and Adult Monthly Pass can be purchased online or in-person at one of the listed locations.

Calgary Transit Low-Income Seniors Yearly Pass

As soon as you are approved through Fair Entry, Calgary Transit Low-Income Seniors Yearly Pass can be purchased online or in-person at one of the listed locations. The pass cannot be used for Calgary Transit Access services.

Thanks to funding from the Government of Alberta, from June 1, 2023 until March 31, 2024, seniors aged 65 or older are eligible to apply for a Low-Income Seniors Yearly Calgary Transit Pass based on individual income.

Recreation Fee Assistance

After you are approved through Fair Entry, to receive your Recreation Fee Assistance card please go to any of our Aquatic, Fitness or Leisure Centres

You can also use your Recreation Fee Assistance card for any City golf course. Here’s how to activate your golf smart card.

No Cost Spay/Neuter Program

The No Cost Spay/Neuter Program provides free spay and neuter surgery for companion cats of eligible low-income Calgarians. This initiative is designed to help reduce the number of stray cats in the community while supporting residents facing financial barriers to veterinary care. By participating in the program, pet owners can promote the health and well-being of their cats and contribute to responsible pet ownership in Calgary. At this time, the No Cost Spay Neuter Program is only open for cats due to overwhelming demand.

Seniors Services Home Maintenance

The Seniors Services Home Maintenance (SSHM) program provides home maintenance support to seniors (65 years and older) living in lower income households. SSHM has a range of service providers that deliver snow removal, grass cutting and light housekeeping services for its clients. Eligibility for the SSHM program requires additional screening before services are provided. Someone from the program will contact you within 30 business days.

Property Tax Assistance Program

After applying to the Property Tax Assistance Program, within six weeks you will receive a letter confirming your rebate and outlining how it will applied.

Calgary Parking Low-Income Market Permit

This program provides a reduced Market Parking Permit rate for low-income applicants who live in large multi-residential buildings (four stories or more in height or with more than 20 dwelling units) located in a Residential Parking Zone.

High-Speed Low-Cost Internet and other telecom services Program

The program will provide access to low-cost telecommunication services that are offered by Rogers Communications, which may include high-speed internet, TV bundles, or wireless services.

Calgary Parking Impound Storage Support

The program will provide clients living with low income the ability to remove their vehicles from The City's impound lot at a lower storage cost.

How do I prove my income?

Eligibility is based on your income.

The accepted proofs of income are:

  • Assured Income for Severely Handicapped benefits (AISH)
  • Alberta Works: Income subsidy/support
  • Alberta Works: Learners
  • Alberta Works: Alberta Health Benefit
  • Resettlement Assistance Program
  • Independent youth letter (a letter from school principal, guidance counsellor, or Child and Youth Support Program of Alberta Children’s Services)
  • Canada Revenue Agency: Notice of Assessment
    • The combined total income from line 15000 for all adult household members is required.
  • Letter from a Registered Social Worker (RSW)

Wondering about the status of your application?

Fair Entry is currently processing online applications submitted on Oct. 27, 2024. If you applied online before this date, check your email spam/promotions/junk mail as the letter can go to those folders. If you applied after this date, wait for a response from the program. If you applied using another application method, call 311 and a representative will call you back.
