Green Line moves to final negotiations for the Development Partner Agreement
Following evaluation of the Request for Proposals (RFP) for construction of Phase 1, from Shepard to Eau Claire, the Green Line Board has confirmed the proponent team with the highest evaluation score and directed administration to proceed to final negotiations for the Development Phase Agreement. This decision to begin negotiations follows a rigorous and competitive procurement process, beginning in March 2022 when the Request for Qualifications (RFQ) was issued to the market, to select the right partner to design, build and finance the Green Line.
Upon successful negotiation of the Development Phase Agreement and Board approval, Green Line will name the Development Partner and launch the Development Phase.
The RFP submissions from Bow Transit Connectors and City Link Partners, the shortlisted proponent teams, were evaluated against technical and financial requirements and scoring from the Collaborative Behavioural Assessment (CBA). The RFP process was overseen by an external Fairness Monitor.
Green Line remains on track to begin the Development Phase in Q2 2023. This will allow for collaboration, design progression, and agreement on project costs, risks, and schedule between Green Line and the Development Partner, before signing the Project Agreement and beginning the Implementation Phase in 2024.
